Regarding the resolution provided by this device I must tell you that this is the maximum printing resolution (600×600 dpi), just like the printing speed is the maximum printing speed, because if you want to print documents that have little pictures inserted within the texts, you will not obtain 21 pages per minute, but probably 18 or 19 or 11 I don't know, this depends on the number of images that should be printed and of course the dimension of the sheet of paper that is going to be printed. The 21 pages per minute printing speed is referring to the 11×17 dimension.
